Highview Condominium II
Board of Directors - Meeting Minutes
January 27, 2009, 7:30 p.m.

The third meeting of the 2008-2009 Highview II Board of Directors was called to order at approximately 7:30 p.m. by Stacey Cohen.

Board members in attendance:  Joseph Cann, Marjorie Cannon, Stacey Cohen, Nora Colford, Michael D’Angelo, and Natalie Hendrix .  Linda Romolo attended from Wentworth Property Management.

1)   Pest Exterminating:  Rob of Val’s Exterminating Service provided an update on the recent roach infestation in the compactor room and recycling area.

2)   Minutes:  Minutes of the December 16, 2008 meeting were approved.

3)   Financial Report:

      a)   Escrow Funds:  According to last year’s board decisions, Treasurer Michael D’Angelo reported that escrow accounts are being funded appropriately to match the water bills and the spring’s annual insurance bill.

      b)   Unit Owner Arrears were discussed.  Units 1-B, 3-J, and 6-C are with the building’s attorney for collections.

      c)   FY2008 audit:  Mike D’Angelo reported that the contract for FY2008 audit has not been signed yet.  Boynton expressed concern for Highview’s priority in the auditor’s project queue stating his understanding from the auditor in prior years that contracts are often signed in November, performed in the same dated order, and that most of their clients share the same December 31st request for service.  He noted that a contract signed in the spring often results in a fall completion and that Highview’s bylaws require a Spring financial meeting (established by the date of the first unit’s sale).  If the Board will stray beyond spring, a situation must be declared by the board for the delay.

      d)   Verizon telephone service:  Romolo reported that the unused Verizon line has been disconnected.  The board approved FiOS internet service line to support the building’s video system and remote monitoring.

      e)   Paycheck error:  D’Angelo reported that the weekend super has been overpaid by Wentworth for a number of weeks. He was supposed to be paid for five hours on Sunday and instead was being paid for fifteen hours.

4)   Legal Report:

      a)   Noise complaints:  There was discussion of several noise complaints involving loud music, screaming, and/or foot traffic.  In all cases, lack of carpeting was mentioned as a contributing factor and will be investigated by management in accordance with building Rules & Regulations and accompanying fine schedule.

      b)   Other Rules & Regulation violations:  Several violations were discussed concerning leases, move-ins, and extended parking in the circular driveway.

      c)   Local Law 11 façade inspection (cycle 6):  Romolo indicated that the follow-up inspection performed by NYC on the inspection report performed by Becht Engineering has been approved without additional actions.  Boynton requested that Romolo provide the Secretary with a copy for the board’s records.

      d)   Local Law 11 façade inspection (cycle 7):  At the October board meeting, it was noted by Boynton that Highview’s cycle 7 inspection cycle probably begins February 2010.  The board requested that Romolo provide an update of the details at the December meeting.  There was no update by Romolo at this meeting.

5)   Building Repair & Maintenance Report:

      a)   Boiler circulation pump replacements:  Joe Cann reported that the replacement of the primary circulation pump should be completed in the next few weeks.  Per the board approval, one new pump has been ordered.  The back-up pump is leaking, but operational and will not be repaired at this time.

      b)   Exhaust fan system:  Boynton reported progress on investigations of A-line bathroom, A-line kitchen, and E-line kitchen.

      c)   Elevator condition status:  Re-Inspection by Vertical Systems Analysis (VSA) has been scheduled by Linda Romolo as requested by the board.  This will be an update of the 05/02/06 report.

      d)   Painting projects:  Romolo indicated that painting of unit doors by the building super will be performed in January.  The work will require unit residents to assist by opening their door for about five minutes.

e)      Garage floor plates:  Jose has repaired the access plate on the garage floor.  There was no update on the status of the missing sewer cap beneath one access plate, which was supposed to have been replaced in May.  Romolo will pick up a cap for Jose to install.

      f)    Regularly scheduled building maintenance:  There was a general discussion of building maintenance and the super’s daily responsibilities.

The meeting adjourned at approximately 10:00 p.m.
