3) Financial Report:

a) Monthly financial report: December fiscal reports have not been provided by TKR Property Services.

b) Monthly arrears report: Debbie Shapass reported that as of this meeting she still does not have accurate information from TKR. It appears that TKR may still be continuing to accept monthly common charges from Highview residents while not transferring the funds to new management. Debbie confirmed that the situation discussed at the last meeting with an owner who had been charged by TKR several times over for the same legal bill has been cleared up.

c) FY2006 audit: Victor Bellini reported that the FY2006 audit being conducted by Wilken & Guttenplan is still not complete. The auditors are still waiting for information from TKR Property Services.

d) FY2007 audit: Although a FY2007 audit should be started, Bellini reported that Wilken & Guttenplan will not offer a proposal for the FY2007 audit until the FY2006 audit is completed. The cost of the audit is now currently over $12,000. Negotion of the bill will be handled by Debbie Shapass.

e) FY2008 budget: Debbie Shapass and Treasurer Victor Bellini will propose FY2008 budget as soon as FY2007 financial records from TKR are sorted out.

f) Reserve accounts: Victor Bellini reported that the mailing address on the Chase accounts need to be changed to Wentworth’s address in order for these funds to be incorporated in monthly management reports. Boynton and Bellini will arrange to have the signature cards updated (requires signature of two officers for funds transfer).

g) Super’s health insurance: Debbie Shapass reported that health insurance has been obtained for the super and will be taking effect March 1, 2008

4) Legal Report:

a) Rental/Leases – records update: Debbie Shapass reported that she has asked the owners of rental units for copies of their current leases. Noting that she has not received copies from several owners it was noted that they are subject to $500/month fines for non-compliance. Debbie will begin fines as needed for non-compliance.

b) Emergency contact forms: Debbie Shapass reported that many residents have not returned the completed forms. She will provide an additional reminder and be going door-to-door with the super to get them completed in the next few weeks as needed. Board members volunteered to assist with their neighbors.

c) Local Law 11 inspection progress: Debbie Shapass reported that she has contacted Becht Engineering and they reported that their work is completed. She is waiting for a copy of their report.

d) The discussion from the last meeting concerning whether unit owners should be required to carry liability insurance for damage to other units was briefly discussed. The board will continue discussion of topic at next meeting.

5) Building Repair & Maintenance Report:

a) Litter container: Debbie Shapass is in the process of ordering larger litter/cigarette container for exterior entrance area. It was reaffirmed that unit owner who destroyed the old unit has only been charged for original sized container unit.

b) Fire Plan, Smoke Detectors, Window Guard Notice: Debbie indicated that the annual Fire Plan distribution and Window Guard notice will be combined with super’s smoke detector battery replacement and unit water leak inspections in the next few weeks.

c) Plumbing estimates: Sewer line inspection by Altomonte Plumbing: Altomonte will discuss their findings and recommendations at the board’s March meeting. Debbie Shapass reported that she will be getting estimates from other plumbing contractors for the same work proposed by Altomonte for sewer and drain line repairs and maintenance, water infiltration, and addition of a domestic water filtering system. It was noted that water service lines in unit L-H remain partially blocked.

d) Elevator repairs & maintenance: Debbie Shapass is getting estimates from several vendors for the critical repairs outlined in the VSA report. There was discussion of McGlynn Hays maintenance contract and their failure to and offer the board recommendation.

e) Building ventilation exhaust fans: Debbie Shapass indicated that a contractor will be investigating the problems previously discussed (three fan units determined by Becht Engineering to not match the specifications that were supposed to be ordered by JAL Management, confirming that individual apartment units have not added fans that interfere with building exhaust operation, and possible blockages in the ducts).

f) Carpet estimates: No update.

g) Boiler: Debbie Shapass reported that she has met with Star Boiler and is getting estimates for repairs. Several inspection certificates had expired without TKR taking appropriate action over the past year. She is scheduling the inspections. The board approved basic repair estimate.

h) Garage maintenance: There was discussion of the garage wall painting project that was scheduled to begin once the parking lot walls were completed.

The meeting adjourned at approximately 9:30 p.m.
