Highview Condominium II The fifth meeting of the 2006-2007 Highview II Board of Directors was called
to order at 7:40 p.m. by Richard Re, President. Board members in attendance:
Victor Bellini, Miriam Biren, Robert Boynton, Joseph Cann, Marjorie Cannon, Nora
Colford, Al Lamoglia, and Richard Re. Board member absent: Stefanie Greenberg.
Jordan Kurs attended from TKR Property Services. 1) Minutes: Minutes of the January 9, 2007 board meeting were
approved. 2) Unit owner appeal: Stefanie Greenberg joined the meeting at 7:50
p.m. as scheduled to appeal a $500 move-in fine issued for an unscheduled tenant
move-in. Following her departure the board reviewed and chose to let the fine
stand. 3) Board member resignation: While attending the board meeting to make
a fine appeal, Stefanie Greenberg resigned from the board. She indicated that
since she no longer lived in the building it made no sense for her to hold a
position on the board that could be filled by a resident who would be more
familiar with the building’s day-to-day affairs. The board accepted her
resignation, acknowledging her 6 years of service on the board with thanks. 4) Financial Report: a) Treasurer Victor Bellini reported that the final monthly financial
report from JAL (January 31, 2007) has not been received. b) The board discussed progress in reviewing alternative CPA’s for the
building’s audit. Bellini reported on several proposed candidates who he
determined to be inappropriate for the building’s needs. Boynton reported
contacting five candidates of which two had made formal proposals, circulated
to the board by email several days prior to this board meeting. The board selected Wilkin & Guttenplan. Boynton will contact the firm
for a contract and transition his contact with Wilkin & Guttenplan’s
Gary Rosen to board treasurer Bellini. The firm estimates completing a
certified audit by the end of April. They will file a tax extension for
Highview II if necessary. c) There was no review of common charge arrears as file records are still
being transitioned from JAL to TKR. d) Gary’s Landscaping was paid the bulk of previously unpaid FY2005 and
FY2006 bills in December 2006. The total December payment was to Gary was
$13,340. The remaining balance with Gary’s Landscaping now totals $6,294. e) The budget for FY2007 will be determined with the assistance of TKR and
Wilkin & Guttenplan, once TKR and the auditing firm receive the remaining
files from JAL Diversified. 5) Capital Projects update: a) Roof rebuild update: Richard Re reported that the warranty
paperwork has been completed. b) Façade restoration: Jordan Kurs reported on his meeting with
Altus. Although they have offered to continue correcting problems with their
Fall 2006 paint work on the façade, they also have offered to walk away and
accept the initial $3,000 deposit as final payment for their work. Since the
paint is not adhering properly and there is dirt mixed in with the paint,
Jordan and the board agreed that only complete removal of the paint (not
touch-ups) would correct the problem. The board chose to accept Altus offer to
end their work on the project without additional payment. Altus will be asked
for a written agreement to this effect. TKR will gather bids for replacement of the large exterior façade panels
and door refinishing and/or replacement. It was noted that there are
continuing problems with the door alignment and hinges. c) Awning replacement: Jordan has spoken with the awning vendor and
they are prepared to install the awning as soon as they are given the go-ahead
(once the façade work is completed). 6) Maintenance and repairs: a) The board discussed boiler issues including boiler maintenance, heat
distribution throughout the building, problems with the hot water service, and
the cost of service calls. Contrary to Aggressive Heating’s appraisal that
the building needed a new mixing valve on the hot water supply, Star Boiler
has indicated that the mixing valve is okay, although parts have been
incorrectly installed by prior contractor and plumbing work is required to
correct the situation. The board approved Star’s estimate for repairs. There was continuing discussion of boiler maintenance and the building’s
long relationship in servicing the boiler with Star prior to the last 1-1/2
years at which time it appears that Irwin Chopak of JAL brought in Aggressive
Heating without board discussion. The board voted its support of utilizing
Star Boiler and approved a proposed maintenance contract with Star, noting
that the building had for many years kept such a contract with Star but had
apparently allowed the contract to expire in the last couple years. b) There was a discussion of all other building vendors and contractors.
The list provided to TKR by JAL was incomplete as well as several changes had
been made without board authorization. The board reviewed the list TKR had
been given by JAL and indicated corrections to Jordan. Changes included boiler
service from Aggressive back to Star Boiler, exterminating back to Val’s
Exterminating, plumbing from Prestige Plumbing to back to RSK as primary and
Richmond as secondary, and sewer clean-out service from Prestige to Rapid
Sewer. There was discussion of the need to keep accurate log books for the boiler’s
service by both Cascade Water Treatment and Star. Assuring this is a
responsibility of management and the building super. c) Jordan Kurs reported that Joel has removed all but two of the old
exhaust fans on the roof (replaced summer 2006). The board inquired about the
lawn furniture that was to be removed from the incinerator bulkhead in 2005.
Jordan will check into this. d) Jordan Kurs reported on options for providing the building super with
health insurance. Selection made and approved by board. e) The board requested that the torn U.S. flag on the pole be replaced with
a new one. It was noted that the flag currently flying is smaller than the
ones used at Highview in the past. Recommended using one the size of old flag
currently displayed in the super’s office. Recommended purchase of two, so
there’s always a replacement ready. f) A Sunday and sick-day maintenance person (George) has been hired.
Discussion as to whether the super has exceeded his annual five sick days/year
limit. g) Joel’s regular Monday through Saturday hours have been posted for the
benefit of residents. The super is available in case of emergencies 24/7. h) Jordan reported that the compactor room clean-out and floor
scraping/painting will be completed by March 15th. i) There was discussion of the elevator maintenance contract with McGlynn
Hays and the inspection by VSA made last spring that indicated repairs to be
made at building cost and others covered under contract. Jordan will
investigate and get estimates for repairs (per board’s decision last year),
and discuss with McGlynn Hays. j) Jordan was advised of the Verizon FIOS upgrade proposal made last
summer. There has been no progress on this matter for several months. Rich Re
will provide Jordan with contact information for follow-up. Jordan will update
board at next meeting. k) Jordan will change towing service and have the entrance area sign out
front changed from Staten Island Towing to indicate correct towing service and
the number to either have a car towed or to call to retrieve a towed vehicle.
The maximum allowed time for unattended standing in the driveway is five
minutes and no vehicles are allowed to back-out of the driveway as a matter of
building safety. A $25 fine applies to violations along with possible towing
costs. Highview’s video surveillance provides date/time verification. l) There was discussion of the window area water infiltration leaks and the
evaluation made by Becht Engineering in the fall. Jordan has not seen report
but will investigate. Repair bids to follow. There was discussion of several
water leaks in bathrooms unrelated to exterior infiltration. m) Jordan was asked to investigate status of the garage’s exhaust timer
repair with Christie Door. Repair has been under way for more than a year by
various contractors selected by JAL without satisfactory results. It was noted
that exhaust fan timer is not the same timer as the garage’s door-closing
timer. n) There was discussion of the vent screens JAL was to have installed by
super as needed last fall – wherever they might be found missing on account
of the fire escapes interfering with AC units and birds nesting. Jordan will
speak with super for status and report at next meeting. o) There was review of weekly maintenance evaluations and discussion as to
whether all tasks are being performed completely and as frequently as the
written guidelines indicate. p) Status of Local Law 11 inspection was discussed. Jordan will
investigate. q) Time-Warner cable installation procedures discussed. r) Holes created by the removal of dead-bolt locks and major dents in unit
doors were discussed. It was noted that list for repair had been developed in
January 2005 with previous management for super to make repairs. Jordan will
investigate. s) Discussion of laterally stabilizing the water main (pipe) in garage.
Jordan will investigate after conclusion of meeting with Boynton. Richmond
Plumbing to be called back to finish installation of the new valve they added
in late fall and pressure test – only after the sprinkler system can be
re-filled without risk of freeze. The meeting adjourned at approximately 10:00 p.m. Minutes submitted by Robert Boynton, Secretary
