Highview Condominium II The seventeenth meeting of the 2006-2007 Highview II Board of Directors was
called to order at 7:45 p.m. by Richard Re, President. Board members in attendance: Victor Bellini, Miriam Biren, Robert Boynton,
Joseph Cann, Marjorie Cannon, Stacey Cohen, Nora Colford, Al Lamoglia, and
Richard Re. Debbie Shapass attended from Wentworth Property Management. 1) Minutes: Minutes of the February 19, 2008 meeting were approved. 2) Financial Report: a) Monthly financial report: Debbie distributed a January 31, 2008
financial report compiled by Wentworth. The report indicated an operating
balance of $8,294, with open invoices totaling $21,000. Since TKR Property
Services has not provided a final accounting of Highview funds and may have
continued to accept monthly common charges from Highview residents after
12/31/07 while not transferring the funds to new management, Debbie explained
that it is still not possible to verify the accuracy of Highview’s account
balances. b) Monthly arrears report: Debbie Shapass reported that as of this
meeting she still does not have accurate information from TKR. c) FY2006 audit: Victor Bellini reported that the FY2006 audit being
conducted by Wilken & Guttenplan is still not complete. The auditors are
still waiting for information from Highview. d) FY2008 budget: A FY2008 budget will be proposed as soon as FY2007
financial records from TKR are sorted out. In the meantime, accounting will
continue on a cash basis instead of accrual. e) Reserve accounts: Robert Boynton reported that he closed the
JPMorgan Funds account on 03/14/08 and transferred the total of $51,214.80 to
the Chase Regular Savings account. He noted that the Chase regular savings
account balance on 02/23/08 was $15,339.14 following the transfer of $25,000
to the Wentworth operating account. f) By a vote of 6/3, the board voted to continue maintaining Operating and
Capital Reserve funds in accounts only accessible to the board. 4) Legal Report: a) Rental/Leases – records update: Debbie Shapass reported that
she has asked the owners of rental units for copies of their current leases.
Noting that she has not received copies from several owners it was once again
noted that they are subject to $500/month fines for non-compliance. Debbie
will begin fines as needed for non-compliance. b) Emergency contact forms: Debbie Shapass reported that many
residents have still not returned the completed forms. She will provide an
additional reminder and be going door-to-door with the super to get them
completed in the next few weeks as needed. Board members volunteered to assist
with their neighbors. c) Local Law 11 inspection progress: As previously reported at the
February board meeting, Debbie Shapass reported that she has contacted Becht
Engineering and they reported that their work is completed. She is waiting for
a copy of their report.. It appears that the report may have been held up on
account of TKR not paying Becht Engineering on time. d) The board approved a new insurance policy for March 2008-2009, reducing
its umbrella coverage from $100 million to $50 million. 5) Building Repair & Maintenance Report: a) Plumbing estimates: There was no update on the domestic water
filtering system. It was once again noted that water service lines in unit L-H
remain partially blocked. b) Elevator repairs & maintenance: The board approved new
maintenance contract with Slade. Slade will make all repairs noted in the VSA
report that were to be covered by McGlynn Hays contract. c) Building ventilation exhaust fans: Debbie Shapass indicated that
a contractor will be scheduling contractor to investigate the problems
previously discussed (three fan units determined by Becht Engineering to not
match the specifications that were supposed to be ordered by JAL Management,
confirming that individual apartment units have not added fans that interfere
with building exhaust operation, and possible blockages in the ducts). She
agreed to schedule when access to lines with reported problems can be
accessed. It was noted that the fans are not operating on the hours that the
board has specified (6-10am and 5-9pm). d) Carpet estimates: No update. e) Boiler: The Board approved Control Combustion’s bid for $2,775
in additional boiler repairs. f) Garage maintenance: Garage wall painting will begin in the next
couple weeks. g) Within the next couple weeks, Alarmingly Affordable will move the roof
alarm key pad from the super’s apartment to the lobby-level stairwell and
repair the system. This work was approved a number of months ago, however
Alarmingly Affordable refused to do the work until September bills were paid
in January. h) The electric eye on the overhead garage door has been repaired. i) The super has been asked to clean the hallway lights and remove birds
nests from the AC vent screens along the fire escapes. The super will be
adding some shelves to the garage storage room. j) The super will be completing the semi-annual smoke detector and CO
battery replacements, along with the water infiltration inspection for each
unit. The meeting adjourned at approximately 9:30 p.m. Minutes submitted by Robert Boynton, Secretary
