March 21, 2007, 7:30 p.m.

The sixth meeting of the 2006-2007 Highview II Board of Directors was called to order at 7:50 p.m. by Richard Re, President. Board members in attendance: Victor Bellini, Miriam Biren, Robert Boynton, Joseph Cann, Marjorie Cannon, Stacey Cohen, Al Lamoglia, and Richard Re. Board member absent: Nora Colford. Jordan Kurs attended from TKR Property Services

1) Minutes: Minutes of the February 20, 2007 board meeting were approved.

2) Board member appointment: Per the email vote completed on Saturday 03/10/07, Stacey Cohen has been appointed to fill the board vacancy created by Stefanie Greenberg's February 20, 2007 resignation.

3) Financial Report:

a) Bellini reported that Wilkin & Guttenplan estimates the audit to be completed in 60 days. TKR has assisted in gaining the cooperation of JAL and access to the financial files that Wilkin & Guttenplan was having trouble getting.

b) There was discussion of a potential tax deduction for owners participating in the building loan. TKR’s accountant Marc Kurs CPA reviewed the building’s records and noted that the building loan was only recorded by the previous management as a unit assessment and that the papers that would indicate to the IRS that it was a loan were not filed by JAL. It was noted by the board that the previous auditor Alfred Johnson did not catch the problem. Bellini explained that the building’s new auditor, Wilkin & Guttenplan, Bellini has reviewed the situation and determined that the papers cannot at this time be filed retroactively with the IRS.

c) There was discussion of a J-51 extension for the roof replacement tax rebate.

d) Wilkin & Guttenplan will be filing for a tax extension on Highview II’s behalf.

e) There was discussion of common charge arrears and legal actions underway.

f) Gary’s Landscaping was paid 24,517.87, representing the bulk of the previously unpaid bills over two years. Outstanding balance is $6,294.28.

g) Board Treasurer Victor Bellini indicated that the budget for FY2007 will be determined shortly with the assistance of TKR and Wilkin & Guttenplan, once the remaining files are obtained from JAL Diversified.

5) Capital Projects update:

a) Façade restoration: Jordan Kurs reported that he continues to gather bids on façade repairs. As temporary measures, large "850" signage has been affixed to the window and a light has been mounted outside above the entrance door.

b) Awning replacement: As previously reported, Jordan has spoken with the awning vendor and they are prepared to install the awning as soon as they are given the go-ahead (once the façade work is completed).

6) Maintenance and repairs:

a) Star Boiler has completed repairs on the boiler’s low water shut-off and the hot water mixing valve.

b) The revised list of approved Highview II vendors and contractors has been distributed to the building super.

c) Jordan Kurs reported that Joel has removed the last two old exhaust fans on the roof. Kurs indicated that the old lawn furniture in the incinerator bulkhead will be disposed of by the weekend.

d) Jordan Kurs confirmed that the super’s new health insurance policy has taken effect.

e) Jordan Kurs reported that the flag has been replaced with a new one (larger size).

f) The compactor room clean-out has been completed. The super will be power washing the floor and painting once the weather is warmer.

g) Jordan Kurs reported that McGlynn Hays has agreed to make the repairs covered under their contract and will be offering a bid on the non-covered repairs noted by VSA.

h) Jordan Kurs reported that Verizon has provided the revised contract for Verizon FIOS. The contract (with $50 per unit signing bonus) was approved by the board pending review by the building’s attorney, Michael Swaaley.

i) The board approved a new contract for towing services with J&J Towing. J&J will provide a new sign to replace the Staten Island Towing sign outside the building, indicating where violators can call to pay the $100 towing fee and retrieve their cars. Al Lamoglia was the one dissenting vote and indicated he would not approve any towing service. For cars not picked up at their lot after three days, J&J will charge a $10 per day storage fee.

j) There was discussion of window area water infiltration leaks and the evaluation made by Becht Engineering. Bids for repairs were discussed.

k) Jordan has spoken with Christie Overhead Door about repairing the garage exhaust timer. Christie has indicated that the fan requires repair. Jordan will be getting estimates.

l) There was discussion of the vent screens JAL was to have super install last fall (where they are missing on account of fire escapes and birds nests are now interfering with AC unit operation). Jordan will speak with super about verifying that screens are in place.

m) Status of Local Law 11 inspection was discussed. Jordan will investigate.

n) Holes and significant dents in unit doors discussed. Jordan will investigate. Whatever repairs are needed would be billed to unit owners.

o) Estimate from Dr. Steam to clean carpeting twice a year approved.

p) Jordan will obtain carpeting samples for hall replacements.

q) It was noted that the super needs to complete the smoke detector replacements in the coming month. Boynton will provide the inspection form to Kurs.

r) There was discussion of an AC unit in the super’s apartment that is not working, and outstanding $800 payment due to Epic for previous repair of the unit in summer 2005, and Epic’s current refusal to repair the unit until the outstanding bill is paid. Epic has indicated that if the outstanding 2-year old bill is paid they will repair the unit at no charge. Jordan will contact Epic AC repair to confirm whether the situation.

s) Jordan will obtain estimates from Alarmingly Affordable for a panic button and proximity reader system for the garage.

t) Jordan Kurs was asked about the log book previously recommended by Star Boiler for all boiler servicing (encompassing Star and Cascade), and the additional log book recommended by Kurs for all other building service.. Jordan indicated that the super would be the person filling in the book, not the contractors.

u) Jordan will investigate an exterior tile crack in front of the building. It was noted that this crack continues to reappear, perhaps indicating a problem beneath the tile.

v) Jordan will be getting estimates to repair the pavement in the exterior parking lot. It was noted that the super will be painting the parking lot walls and garage walls this summer.

w) There was discussion of the approx. 4 holes in the wall on each floor near the elevator. The super had begun repair of these holes last fall.

x) Jordan will investigate status of the kitchen in the super’s apartment and whether the super needs assistance in replacing cabinet, correcting plumbing and replacement of countertop.

y) Concern was expressed for dirt or wax build-up in corners of lobby and the doorway and elevator sills.

The meeting adjourned at approximately 10:00 p.m.
