Highview Condominium II The first meeting of the 2006-2007 Highview II Board of Directors was called
to order at 7:40 p.m. by Richard Re, President. Board members in attendance:
Victor Bellini, Miriam Biren, Robert Boynton, Marjorie Cannon, Anna Civitano, Al
Lamoglia, and Richard Re. Board members absent: Stefanie Greenberg and Nora
Colford. Irwin Chopak attended from J.A.L. Diversified Management. 1) Minutes: Minutes of the August 9, 2006 board meeting were approved. 2) Appointment of board’s officers for 2006-2007: Per bylaws requirement
that the new board meets to appoint officers within 10-days of the annual
General Membership Meeting and election, a brief meeting was held following the
annual meeting. Richard Re was nominated and accepted as President, Marjorie
Cannon was nominated and accepted as Vice-President, and Robert Boynton was
nominated and accepted as Secretary. The position of Treasurer was held until
the September 12th meeting. 3) Verizon upgrade proposal: At the last meeting, the board expressed
its interest, pending resolution of a signing bonus, confidence that Verizon
would guarantee continuing full operation of the entrance system, and review by
the building’s attorney Michael Swaaley. There was no update at this meeting. 4) Capital Projects update: a) Roof rebuild update: The Becht inspection and sign-off is
anticipated on September 14th when Becht has a meeting with the
manufacturer. S&S Roofing has not been cooperative in achieving the
sign-off with the material manufacturer according to Chopak’s discussion
with Becht. b) Exhaust fan repairs: i) Duct blockages: Although it was reported at the last meeting
that all blockages had been removed and the ventilation system is completely
clear, apartments 1-H, L-D, and L-F are still blocked. The board recommended
that Chopak confirm that the lowest unit of each line be inspected to
confirm system’s operation. ii) Electrical problem: An electrical supply problem with the fan motors
was determined involving about half of the motors. The problem was corrected
in late August according to Chopak. c) Lobby-level hallway The committee reported on selection of a
replacement fixture for lobby-level hallways. Seven are required and one unit
will be ordered and installed to confirm performance. There was no update from
JAL concerning the wallpaper restoration. 5) Financial report: a) Refunds due to the unit owners who selected Option #1 last year will be
made in October. b) Owners who choose to select Option #2 (full payment balance due after
1-year) have until 09/22/06 to pay their balance. If full payment is not
received by September 22, owners will automatically default to Option #3 (the
full five-year loan). 6) Legal report: a) Time Warner Cable installations: There was discussion concerning
the notices sent to four unit owners for improper installations by Time Warner
Cable and the corrective actions required. There has been no response from
either the owners or Time-Warner. Chopak will set up a meeting at the building
with Time-Warner. b) Driveway parking: Irwin Chopak was to report back at the March
meeting with a new towing contractor and signage changes to reflect the new
towing contractor. No update was available at that time. Chopak reported at
the April meeting that he is unfamiliar with any towing services on Staten
Island, but would speak with Jennifer Ogman for a recommendation. There was no
update at the May or June meetings. At the July meeting Chopak reported that
one towing service would tow if paid in advance by Highview II in cash. The
board requested a list of the towing services Chopak spoke with and the policy
of each relative to payment. The board would follow-up with those services for
additional discussion and to perhaps explore the situation with other towing
services that Chopak did not contact, however there was no update at this
September meeting. c) Election of board Treasurer: Held off until next meeting. 7) Building Maintenance & Repairs: a) Elevator mechanical systems: As a follow-up to the elevator
evaluation performed by Vertical Systems Analysis (VSA) on May 2, 2006, VSA
had contacted McGlynn Hayes for correction of the twenty-seven deficiencies.
VSA reported on July 11th that McGlynn Hayes anticipated completing
the list by the end of the second week of July. Update: i) September 7, 2006 memo from VSA to McGlynn Hayes presented at this
meeting indicates that no attempt has been made by McGlynn Hayes to address
the maintenance deficiencies found. ii) Chopak recommended that Highview abandon the McGlynn Hayes contract
and move to another elevator maintenance company, indicating his opinion
that McGlynn Hayes had been a poor choice by the building to start with.
Chopak was reminded that McGlynn Hayes had been recommended by JAL only a
couple years ago. Chopak was asked how the list of existent deficiencies
would be handled if Highview moved to a new contractor. Chopak indicated
that any new elevator maintenance contract would not include existent
conditions in their contract and they would charge for correcting the
existent deficiencies before their service responsibility began. The board
questioned why McGlynn Hayes should not be held responsible for these
repairs covered in their contract. The board asked whether the building’s
attorney Michael Swaaley had been brought into the conversation. Chopak
indicated that Swaaley was not currently aware of the situation. iii) Chopak was asked whether the repairs VSA identified as
responsibilities of the building had been addressed. Chopak indicated that
these repairs had not been addressed since the May 2nd
inspection. b) Ceiling leaks: There was no update on the ceiling leaks reported
by owners (3-B, 3-F, and 5-J) and discussed at the May meeting. c) Window leaks: The Board approved an evaluation to be performed by
Becht Engineering. d) Driveway entrance sign: Bellini has the catalogue for replacement
of the driveway "entrance" sign. Selection process continues. He
will make a recommendation shortly. e) Smoke detector battery replacement: No update since June board
meeting from Chopak concerning the spring semi-annual replacements of smoke
detector batteries for all unit owners. The fall replacement will be due in
October. f) Garage exhaust timer repair: As first discussed at the June board
meeting, the garage exhaust timer is still not operating. August 9, 2006
invoice indicates that a new timer was ordered on that date. Chopak reported
that the fan will be repaired next week. g) Façade restoration: Estimates for the restoration were reviewed.
Rich Re will discuss board’s concerns with the contractors, update board by
email and seek board approval of a contractor by email vote. h) Entrance awning: The committee has received additional bids. I
was noted that the awning and frame will not be replaced until the entrance
area façade restoration is completed. Preferred bid requires clarification of
a couple details. i) Maintenance Liaison: Victor Bellini reported as "Maintenance
Liaison. He has been working with Joel to develop a comprehensive list of
building needs. j) General maintenance: There was discussion of building condition
and the weekly inspections performed by JAL. k) Garage security: In response to the concerns of residents coming
home late at night, an estimate was provided by Chopak for security camera
upgrade, panic alarm system, and additional lighting. It was noted that the
estimate was from a Brookyn contractor while the building’s current Staten
Island based security provider had not been contacted. Chopak was requested to
get estimates from the building’s current provider. Chopak indicated at this
meeting that he has not contacted Alarmingly Affordable for the estimate. l) Lobby refurbishment: On account of the lobby-level hallways’
current condition, the board decided to form a committee to determine various
restoration options for the board to consider. The meeting was adjourned at approximately 10:00 p.m. Robert Boynton, Secretary
