The thirteenth meeting of the 2006-2007 Highview II Board of Directors was called to order at 7:40 p.m. by Marjorie Cannon, Vice President.

Board members in attendance: Miriam Biren, Victor Bellini, Robert Boynton, Joseph Cann, Marjorie Cannon, Stacey Cohen, Nora Colford, and Al Lamoglia. Board member absent: Richard Re. Jordan Kurs attended from TKR Property Services.

1) Minutes: Minutes of the September 18, 2007 meeting were approved.

2) Financial report:

FY2006 audit: The auditor still needs the actual receipts from items paid from the assessment in order to complete the FY2006 audit. Treasurer Victor Bellini will be speaking with the auditor. Concern was expressed for the significant increase in income taxes.

3) Legal:

a) Local Law 11 inspection bids: Becht Engineering will be performing the Local Law 11 inspection at the end of October.

b) Verizon/FIOS installation: The FiOS installation is nearing completion. No completion date currently available.

c) Garage parking complaint: After review of Prospectus, deeds on file with the City, discussion with the building’s attorney, the board voted to clarify parking regulations for the garage. No more than one vehicle will be allowed in a unit owner’s parking space, regardless of the size of the space. Jordan Kurs will send a notice to the parking space owners currently not in compliance indicating that they have two weeks to comply with this decision or face a $25 per day fine commencing November 1st.

d) Elevator maintenance contract and repairs: No update on the legal action begun last month. Bidding on the repairs continues.

e) Unit Arrears: A legal judgment (lien) has been obtained for one unit’s balance. Three additional units are currently with the building’s attorney for legal action.

f) Sales and lease application files: Seven unit owners have not provided current leases for their rentals and are receiving $500/month fines until compliance is achieved. New lease or renewal fees must be paid as well. There was discussion of recent and possibly illegal move-ins which would also be subject to $500 fines.

g) Video Security: The board requested an orientation on the use of the new digital video security system. Jordan will arrange.

4) Maintenance:

a) New building super: The board voted successful completion of the new super’s probationary term. Jose Cerritos will be advised.

b) Entrance Awning: The new awning is still draining towards the building. Sign Art will adjust.

c) Roof Exhaust Fans: No update since last meeting.

d) Super’s Apartment: There was discussion of renovation expenditures for the super’s apartment. Jordan Kurs said that the final bill is expected to be approximately $6,000.

e) Plumbing problem: Jordan Kurs reported that although an attempt was made to clear blockages in the lobby level water service lines, the plumber was unable to complete the job without opening up walls. The plumber recommended putting this off until the water filtration system is installed.

f) Sidewalk repairs: Jordan Kurs reported that sidewalk repairs will be approximately $250/linear foot. There was no estimate for the current work required which includes several cracked sidewalk slabs as well as the erosion under the sidewalk along Clove Road. Jordan will provide estimates at the next meeting in order for the work to be completed before winter.

g) Jordan reported that two new compactor chute doors have been installed on floors 1 and 3.

h) Elevator: Repair estimates are out for bidding.

i) Entrance area signage: The towing signage has been corrected (size of sign and removal of larger sign underneath new one), although the wording still refers to the driveway as a parking lot and does not say "no parking" only "unauthorized parking". New free-standing entrance, exit, parking signage for the driveway has been ordered.

j) Exterior tile crack: There was no update on repair of the exterior tile crack in front of the building first mentioned at the March board meeting.

k) Parking lot pavement cracks and sealing: Jordan Kurs reported that the contractor who sealed the parking lot will be returning to repair cracks.

l) Painting of parking lot walls and garage walls: The super still has some remaining paint work on the parking lot walls. He will be starting the garage walls shortly. It was pointed out that the garage walls should be completed while the weather is still warm to allow for proper ventilation. After the building’s heat is turned on, the garage is heated.

m) Hall carpeting replacement: No update at this meeting.

n) Water filtration system: No update.

o) Jordan Kurs indicated that the sink hole and broken underground drainage pipe in front of the building is still being investigated. He will be asking RSK for a bid tomorrow.
